After five years of Taliban rule following civil war, Afghanistan has been building a stable central government since 2001 and held its first democratic elections in 2004. Afghanistan's economy has also been recovering, but 70 percent of its population still live in extreme poverty, and the country is highly dependent on foreign aid. Illiteracy remains high, especially among women, as do communicable diseases and maternal mortality.
